Kali is usually shown dancing in a particular pose with one foot on the ground and one on Shiva’s inert (seemingly life-less) body. This shows that Kali is the energy of action- the kinetic energy thru whom all of manifestation is possible and Shiva who represents Consciousness is inert (Pure Potentiality) without her presence.
Together Shiva & Shakti, i.e. Consciousness and Creative Energy; Pure Potentiality and the Kinetic Energy create all of life. This is the Dance of Life. The dance of Shiva and Shakti create all of manifestation- the entire cosmos. They are life (manifested consciousness) and thus the dancer and we (the resulting manifested forms) are their dance.
